Landfill Gas to Energy

In 2014, Southern Idaho Solid Waste (SISW) commissioned a LFGE Feasibility Study to determine the viability of adding a generation system to their operation. This project primarily consisted of reviewing the historic MSW disposal volumes and the gas flow and quality from the existing collection system, analyzing the site conditions and potential cost of implementing and LFGE system at the Milner Butte Landfill, along with the potential net revenue that such a facility would produce. The results of the study indicated that for an initial investment of between $5 and $6.5 million, Southern Idaho Solid Waste could receive between $5.5 and $9.8 million in net project revenues—depending on the type and extent of the electrical grid improvements required by Idaho Power Company (IPCO). In May of 2018, Southern Idaho Solid Waste met their obligation with (IPCO) and started commercial electrical power production from their LFGE Facility that was designed by Paragon Consulting. The SISW LFGE Project started in 2016 on three fronts with the process of obtaining the Permit to Construct (PTC) from IDEQ, Paragon Consulting’s infrastructure and system design, and the completion of the Feasibility Study with IPCO. The design of the project commenced in February of 2016 and entailed letting of five separate procurement/construction projects (LFG Piping and Conduit, Generator Procurement, LFG Conditioning System, LFGE Power Generation Building, LFGE Installation, and SCADA System) with a projected online date of May 1, 2018. In addition to the infrastructure design, permitting, construction, and start-up activities associated with the power production facility, Paragon Consulting, and our sub-consultants, assisted SISW in negotiating the required Generation Inter-Connection Agreement (GIA) and Energy Sales Agreement (ESA) with IPCO. The LFGE system at SISW is currently producing approximately 1,350,000 kilowatt-hours of electrical energy per month, and over the 20-year term of the initial IPCO  contract is anticipated to produce $6.3 million in net revenue to SISW.
