STEPHEN F. FREIBURGER, PE
Stephen received his BS in General Engineering from Idaho State University and has over 32 years of experience with transportation (highways and airports) and civil projects in Idaho, Montana, Nevada, and Wyoming. During his career, Stephen has served as project manager/engineer on several hundred miles of roadway design projects, multiple transportations master plans and dozens of bridge projects, along with numerous sewers, water, landfill, and liner projects. Stephen is experienced in all facets of civil design including roadways, airports, structures, environmental projects, landfills, transportation planning, and construction.
W.JOE BARTON, PE
Joe holds a BS in Civil Engineering from the University of Idaho and is a registered Professional Engineer in Idaho, Nevada, and Washington. He has been providing civil engineering services for over twenty-six years in various capacities. His wide range of experience includes land and site development projects, transportation planning and design (local roads to interstate highways), bridge approach design, traffic modeling, traffic impact studies, airport planning and design, and construction management. Joe’s vast experience has ranged over many project roles including project manager, design engineer, designer, specification writer, quality control reviewer, and public involvement coordinator, to name a few. Joe stays current with the latest design standards and design software in order to provide the highest quality engineering services in the most efficient manner.
HARRY J. NELSON, PE
Harry received his Civil Engineering degree from Boise State University and is a registered Professional Engineer in Idaho. He has over eleven years of experience in the civil engineering field, including rural and urban roadway design, construction field inspection, geotechnical fieldwork, and both federal and local construction contract administration. Harry has a reputation for providing local highway districts, counties, and cities with high-quality, professional services and finished products.
ARTHUR M. THOMAS, PE
Arthur received his BS in Civil Engineering from the University of Idaho. He has five years of experience in the field of Civil Engineering and has worked on a variety of projects including land development, pedestrian improvement projects, flood plain studies, and landfill projects. Arthur has worked with local highway agencies to complete design projects in a timely and efficient manner. His primary role, as the design engineer/designer, will be to work with the project engineer to complete the hydrogeologic and hydraulic analysis for projects in this category.
