Stephen F. Freiburger, P.E., Idaho/Montana
Stephen has 28 years of experience with transportation (highways and airports) and civil projects in Idaho, Montana, Nevada and Wyoming. During his career, Stephen has served as project manager/engineer on several hundred miles of roadway design projects, multiple transportation master plans and dozens of bridge projects, along with numerous sewer, water, landfill and liner projects. Stephen is experienced in all facets of civil design including roadways, airports, structures, landfills, transportation planning and construction.
Michael L. Kaes, P.E./P.L.S., Idaho/Washington
Mike has over 20 years of experience in transportation design and planning, land development, hydraulic design, small bridge design and survey/mapping projects in Washington and Idaho. Recently, Michael has worked on a wide variety of planning, design and construction projects, including the Browning Bridge Federal Aid Project in Arco, the 2 1/2 Mile Bridge Replacement Project in Bannock County, and the Old Highway 81 South Rehabilitation for Raft River Highway District listed under Similar Projects section of this proposal. He is able to provide seamless project coordination, from concept through final construction.
W. Joe Barton, P.E., Idaho/Nevada/Washington
Joe holds a BS in Civil Engineering from the University of Idaho and is a registered Professional Engineer in Idaho, Nevada and Washington. He has been providing civil engineering services for over 21 years in various capacities. His wide range of experience includes land and site development projects, transportation planning and design (local roads to interstate highways), traffic modeling, airport planning and design and construction management. Joe has managed an array of challenging construction projects from airport improvement construction to bridge replacement projects.
